The Pan-Fera Confederation is exactly what it says: a political and social coalition of Fera located in San Fransisco. Founded fifty years ago, the Confederation was originally conceived to create a safe haven for Fera within the city limits, similar to the Free Folk, first and foremost as a protective force against Hunters who seek to harm and hunt down the Fera of the world. Where the Free Folk are focused on freedom from hierarchy, the Confederation is focused on community, support, and mutual aid. The Confederation is founded on the ideals of cross-community strength, the bonds between Fera species and other Awakened species, and the liberation of the Awakened in a Sleeper-dominated world.

The Confederation is headed by Hector Asisara, a leucistic Corax fera who fought alongside Uktena Garou tribe in a civil war to the east in the Great Basin Desert, who acts as a chairman for the group. Hector is the owner and operator of the delivery service As the Crow Flies, and provides jobs for any Fera who come to the city seeking asylum or a fresh start. Through the years, the Confederation has built a strong and thriving community of Fera and kinfolk.

Above all, the Confederation is meant to protect and strengthen the bonds between Fera species and the rest of the Awakened world. Community is more important than anything else, and those who put the community and the bonds of said community are swiftly dealt with. While the Free Folk have no hierarchy structure, the Confederation is more of a democracy with a chosen leader, rules, and regular community meetings.

The end goal of the Confederation is to get Hector Asisara elected as the first Fera mayor of San Fransisco with the aim to further the influence of and tailor the city more toward the Awakened residents. This campaign announcement has been met with pushback from the Mercurius Maximus University and the House of Gold, who both have vested interestes in installing one of their own into a position of political power, but has seen significant support from the Red Deer Court and the Free Folk, even receiving campaign donations from Shufen Gao.
